Atlas Group provides senior level support in the management of the Department of Defense (DoD) Small Business Innovative Research (SBIR) Program and Small Business Technology Transfer (STTR) Programs. Our support services include:
Program Administration – Coordinating and synopsizing quarterly DoD Service and Component Program Manager’s Meetings, working groups, and additional ad hoc program and support meetings for policy development and operations. Assisting in the drafting of new SBIR/STTR policies and initiatives for the Office of Small Business Programs (OSBP) approval in support of the recent legislative reauthorization
Solicitation Management – Conducting, coordinating, and supporting four to five SBIR/STTR solicitations per year. Our Solicitation Management Support includes administering the SBIR/STTR Interactive Topic Information System (SITIS) to address questions submitted by prospective offerors and provide technical clarification on solicitation topics during pre-release and solicitation periods
Process Streamlining – Evaluating and streamlining critical processes utilizing Lean Six Sigma practices for efficiency and effectiveness. These processes include, but are not limited to: topic review, data collection, and any other processes adherent in management, oversight, and execution of the DoD SBIR/STTR Programs. Our recommendations resulted in the authorization of the services to conduct their review of topics on an independent basis and resulted in simplifying and shortening the length of the process by 50 days, a sixty percent reduction in the time required to complete the topic review process
Commercialization – Assisting in establishing a Commercialization Readiness Program (CRP) for the DoD Services and Other Defense Agencies (ODAs) in order to facilitate SBIR/STTR technologies into DoD acquisition programs and other critical military needs.
Establishing a DoD Commercialization Working Group (CWG) and Subcommittees to coordinate and support the DoD OSBP in effectively addressing legislative requirements issued under the Reauthorization Act of 2012
As a result of pro-active strategic planning and execution, Atlas Group has been able to assist DoD OSBP in establishing better governance for the SBIR program
Web and Database Administration – Maintaining Information Technology (IT) infrastructure by supporting the maintenance and minor modification on a year round basis across the entire SBIR/STTR lifecycle.
Sustaining the interoperability of data and information from participating Services and ODAs by conducting, coordinating, and developing technical plans and interfaces
Measuring quantitative and qualitative metrics to assist senior leadership with aggregation and de-conflicting award and funding data submissions from the services and ODAs
Providing external website presence support maintaining and establishing content for the DoD SBIR/STTR intranet and internet websites
Program Advocacy and Outreach – Creating a multi-faceted outreach program to facilitate efficient and effective communication strategies in response to the multiple requirements set forth by the Small Business Administration.
Outreach Program Support – Providing comprehensive program support at national, regional, and local small business events i.e., National SBIR Conference, Defense Manufacturing Conference, National Collegiate Entrepreneur Technology Transfer Conference, Defense Energy Summit
Outreach Mediums – Developing user-friendly digital/multi-media applications to provide cost effective outreach mediums i.e., webinars, presentations, on-line tutorials, e-brochures, videos, training modules, websites
Marketing Materials – Developing program marketing materials (print and electronic) i.e., brochures, newsletter, fact sheets, flyers, logos, invitations
Social Media – Developing and Implementing creative and efficient social media strategies to share program information and provide real-time updates i.e., Twitter, Facebook, LinkedIn
Outreach Strategies – Developing cost effective outreach strategies to increase participation from underrepresented states and socio-economically disadvantaged companies i.e., companies owned by women, minorities, veterans, and those located in hub-zones
